The skyrocketing oil price has instead widened the flexible room for renewable energy. Director of Investigation & Research Office of NPC Environmental and Resources Protection Commission Xu Xiaodong recently said that NDRC has held several meetings to discuss about raising on-grid electricity price for renewable energy. Deputy Director of NDRC Energy Research Institute Li Junfeng also revealed in the recent interview that proposals on developing renewable energy are under formulation, which will further expound on public concerned topics such as on-grid electricity price. Currently, lots of capital has focused on the renewable energy field through active “enclosure” and building demonstration projects to wait for the introduction of favorable policies.
Although China has introduced "Renewable Energy Law" to encourage the development of renewable energy. But industry analysts has repeatedly claimed that operational details are unavailable for renewable energy. Director of China Council for Renewable Energy Shi Dinghuan said that China’s on-grid electricity price for renewable energy hasn’t been implemented, which hinders the development of renewable energy.
China Electric Power Research Institute new energy, said Wang Weisheng, director of the Institute, is currently on photovoltaic power generation and network development of related technical standards, and wind power and network technology research, as this will benefit from the technical solution Power plant and network problems.
Some industry analysts believe that we should follow the examples of Germany and Denmark characterized by government subsidy, so as to vigorously promote the development of clean energy sources such as wind power.
Xu Xiaodong said that NDRC has launched discussions on the on-grid electricity prices of wind power and solar energy, and is expected to reply to NPC in September. As to state subsidy policies on solar power generation, Li said that the government is currently discussing relevant policies. And in the western region, 5MW or above power generation units have gone into trial operation; in Shanghai, the subsidy policy is on trial run with on-grid electricity prices up to 4-8 yuan.
