On the 19th of June, NDRC announced an electricity price change plan, which sets the national’s electricity retail price to go up by 0.025 yuan per KWH on average, thus giving some breathing space to power generation enterprises, which have been suffering from rising coal price. Insiders from the power industry point out, if the total of the increase is passed onto the on-grid electricity price chain, it will absorb the cost of 50 yuan per ton of coal. But for many power enterprises, this is not enough to revert the trend of loss.
Some experts said, relative to the rise of coal price, there is still room for electricity price rise, which is expected to happen after the Olympic Games.
Deputy Director of the Pricing Department at NDRC Xu Kunlin told Xinhua Net on the 20th of June, because coal weights a large percentage in the cost of power generation, the rising coal price has directly caused thermal power plants to suffer huge losses.
According to the introduction of industry insiders, prior to the announcement, NDRC had held many meetings to discuss proposals to solve the contradictory problem between coal and electricity. There were suggestions to increase the electricity price but many power industries worry that it may start another round of coal price hikes, that is, coal price will continue to rise with the rise of electricity price. If that happens, it would be pointless no matter how high the electricity price will go.
Perhaps it was due to this concern that NDRC announced the factory price of power generation coal is to be frozen while it increased the price of electricity. This is the first time China publically announced the market coal price to be frozen since China set free the coal price in the 1990s.
An experienced insider in the power industry said, the current rise in electricity is only a temporary last resort measure by the government because many power generation enterprises have no money to buy any coal. Banks are refusing to give them a loan so they face the threat of stopping the generators due to coal shortage. In order to cater for the rising demand in the summer and guarantee power supply for the Olympic Games, the government has to let power generation businesses to have enough cash flow to purchase coal and continue power production. As a result, the government is expected to raise the electricity price again after the Olympic Games.
