Most of the ministries and commissions under reform are formulating “Sanding Program”, namely, confirming the functions, institutional set-up and personnel structure. Personnel administration issue is the greatest headache for relevant departments. Observers points out, Wang Xudong, new Chairman of SERC and Zhang Guobao, who is concurrently Director of the State Energy Bureau are both approaching retirement, representing the transitional nature of the two bodies, which will reduce personnel friction when the Ministry of Energy is built later.  

Wang Xudong, is now Undersecretary of the Ministry of Industry and Informatization. Aged at 62, a native of Yancheng City in Jiangsu Province, he graduated in 1982 from the Systematic Engineering Class of Tianjin Vocational Science and Technology University, and was appointed as head of the Ministry of Science and Technology, Tianjin Municipal Party Committee in 1983. Then, he served as Minister of Tianjin Organization Department, and Deputy Secretary of Tianjin Municipal Party Committee. In Aug.1993, he was Undersecretary of Organization Department of the CPC Central Committee, and was transferred to be Secretary of Hebei Provincial Party Committee two years later. In the end of 2002, he was transferred to be Secretary of Party Leadership Group and undersecretary. Four months later,  he was promoted to be Minister of the Ministry of Information Industry and Secretary of Party Leadership Group. And he was again appointed as Undersecretary of the Ministry of Industry and Informatization this March.
