In the first half of 2008, the overall supply and demand of electric power around the national continued to maintain balance. However, due to the ice storm disaster and the “5.12” earthquake, power shortage still exists in some areas or at some time. Power demand experienced a slight fall after setting a record high, which leads to the drop of both electric power production and consumption. To relieve the operation difficulties of power businesses, guarantee power supply, and promote resource conservation, the National Development and Reform Commission (NDRC), with the approval of the State Electricity Regulatory Commission (SERC), adjusted the electricity sales price starting from July 1, 2008. But no more than 2 months later, NDRC again adjusted the on-grid power tariff. What concerns the power industry is, as the high-speed economic development in China and around the globe slow down, and a new wave of “power shortage” is being triggered by “coal shortage” this year, there emerge urgent calls for reforms in the power industry, including “Coal and Electricity Price Linkage Mechanism”, power tariff reform, the coordination between power source and power grid, which are to be addressed in further deepening the reform of the industrial structure…… |
