II. Organizational Context

Under the guidance and direct supervision of the Team Leader of Energy and Environment Team, the Programme Analyst is responsible for management of UNDP programmes in areas of environment and energy with special focus on Renewable Energy, Climate Change and the Clean Development Mechanism. The Programme Analyst analyzes political, social, economic and environmental trends related to renewable energy, climate change and the clean development mechanism and leads formulation, management and evaluation of related programmes and provides policy advice services.

The Programme Analyst works in close collaboration with the programme and operations teams, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful CO programme implementation.


III. Functions / Key Results Expected

Summary of Key Functions:

  • Design and implementation of UNDP strategies and programmes related to Renewable Energy, Climate Change and the Clean Development Mechanism (CDM) 
  • Creation of strategic partnerships and implementation of the resource mobilization strategy, with special focus on private sector cooperation 
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building

1. Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social, economic and environmental situation in the country related to the energy sector and preparation of substantive inputs to relevant UNDP/UN strategies and documents.
  • Identification of strategic and priority areas for UNDP interventions within the Renewable Energy, Climate Change and CDM areas, with specific emphasis on Global Environment Facility (GEF) programming, and access to new CDM funding facilities.  
  • Monitoring and analysis of relevant programmes and readjustments in portfolio.
  • Identification of sources of information and keeping abreast of national policies and strategies related to Renewable Energy, Climate Change and CDM.
  • Fully lead CO business processes for achieving Results Management in the relevant portfolios.

2. Ensures effective management of UNDP’s Renewable Energy, Climate Change and CDM programmes focusing on quality control from formulation to implementation achieving the  following results:

  1. Effective application of Results Based Management (RBM) tools, establishment of management targets, and monitoring achievement of results.
  2. Design and formulation of Renewable Energy, Climate Change and CDM programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  3. Identification of new programmes/projects in Renewable Energy, Climate Change and CDM areas, review and adjustment of project documents according to agreed-upon governmental priorities and available resources.
  4. Initiation of projects, presentation of the projects to UNDP Project Appraisal Committee, preparation and finalization of contribution agreements; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
  5. Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
  6. Evaluation of the programme impact. Monitoring and analysis of the programme, timely readjustments in portfolio.
  7. Introduction of performance indicators/success criteria, targets and milestones.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy for Renewable Energy, Climate Change and CDMfocusing on achievement of the following results:

  1. Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  2. Analysis and research of information on GEF, bilaterals, private sector donors, CDM funds, donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  3. Undertake advocacy tasks such as preparing statements, advocacy materials, presentations and strategy papers related to environment and energy
  4. Maintenance of briefs and activity information for bilateral donors, academia, private sector and other UNDP field offices to support UNDP’s public awareness activities.

4.  Ensures provision of top quality policy advice to the Government in Renewable Energy, Climate Change and CDM areas and  facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to related programmes and national policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme issues.

IV. Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications

Education:

Master’s Degree or equivalent in Energy Management, Environmental Management/Policy or related fields.        

Experience:

Minimum 3 years of post Master’s relevant experience in an energy related field, at the national or international level in providing management advisory services in Renewable Energy, Climate Change or CDM issues, hands-on experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:
