The National Energy Board officially issued a Notice on Renewable Energy Power Generation Project Quality Supervision System Program on the 17th of December. It will establish the National Quality Supervision Master Station of Renewable Energy Power Generation Projects, while still retaining the previously established Hydropower Engineering Quality Supervision Master Station.

The Ministry of Commerce held a routine press conference on the 18th and said the state is studying and formulating relevant policies to support the healthy development of the PV industry. The Ministry of Commerce is also actively involved and has adopted four measures to support the healthy development of the photovoltaic industry. The Ministry also revealed that a new round of policies to stimulate consumption will be formulated and introduced by relevant authorities.

Premier Wen Jiabao chaired a State Council executive meeting on the 19th. He believed that the photovoltaic industry has undergone rapid growth in China in recent years, establishing a relatively complete photovoltaic manufacturing industry system. The main problems facing the PV industry are seriously excess capacity, the market being over-reliant on external demand, companies encountering operational difficulties. The meeting identified five major policy measures to promote the healthy development of the PV industry, namely: to accelerate industrial restructuring and technological progress; to regulate industrial development order; to actively explore the domestic PV application market; to improve support policies; to give full play to the role of market mechanisms to reduce government intervention and to prohibit local protection.

The National Energy Board announced on its web-site on the 18th of December several notices related to the 12th 5-Yaer-Plan, including the second batch of wind power projects approved plan and additional wind power approved projects in certain provinces and autonomous regions. On the same day the U.S. Department of Commerce decided to impose anti-dumping and anti-subsidies tariffs on wind power towers of power plants scale from China. The anti-dumping tariffs are between 44.99% to 70.63%, with additional anti-subsidies tariffs between 21.86% to 34.81%.The Ministry of Land and Resources has recently announced the tender results of the second round of shale gas exploration rights. Jiangxi Xiuwu Basin shale gas block was won by the cooperative partner of Jiangxi Bureau of Coal Geology, Jiangxi Natural Gas Holdings Limited. This is the first shale gas resource exploration project in Jiangxi Province. The first phase of the exploration design and construction project will bear 11 holes, with an investment of 430 million yuan in exploration funding.
