Premier Li Keqiang convened an executive meeting of the State Council on Sept. 25th on revision of the catalog of the projects that require government ratification and approval and decided to cancel and delegate a batch of items that require administrative review and approval, and deployed to further push the construction of the government-subsidized house. To deepen and promote transformation of governmental functions and to continue to unleash reformation dividends, the meeting decided once again to cancel and delegate the administrative review and approval right for 75 items including distributed natural gas power generating, etc. As of now, the new government has cancelled and delegated the administrative review and approval right for 221 items, which has inspired market, and the effect of social activities are emerging.
China`s dependency on foreign oil is approaching pre-set bottom line in two years early. Zhang Guobao, Director of National Bureau of Energy, and Director of the Consultation Committee under the National Energy Commission expressed on the first China Arab Expo that it is expected that the crude oil China will import in this year would reach 300 million tons, and the dependency on foreign oil would reach 60%. According to the targets set in the <<The Twelfth-Five Year Plan for Energy Development>>, the dependency on foreign oil should be controlled below 61% before 2015, which bottom line is now being approached.
The Science & Technology Meeting of the 2013 Euro-Asia Economic Forum was convened on the 26th of this month in Xi`an. And Cheng Siwei, Academician and Honored Chairman of China Science Center under the International Euro-Asia Academy of Science pointed out in the meeting that China has made great efforts in energy conservation and reduction and in developing new energies and, that the new energies in China such as hydro energy, wind energy, and solar energy have all grown rapidly. And currently, the scale of new energies is one of the leaders in the world, and that the investments in new energies in China may reach 5 trillion RMB.
