President Xi Jinping held talk with Uzbekistan President Karimov at the Great Hall of the People on the 19th. After the talk, the two presidents executed <<Joint Declaration of the People`s Republic of China and Uzbekistan Republic>>. Xi Jinping stressed that the two countries need to continuously expand trading and investment scale, strengthen cooperation in fields of energy, finance, agriculture, transportation infrastructures construction, build the silk road economic belt together, focus on constructing and operating the D Line of the China-Central Asial Natural Gas Pipeline, and actively facilitate the China-Kyrgyzstan-Uzbekistan railroad project.
 
President Xi Jinping conducted state affairs visit in Mongolia from August 21 to 22, held talks with Mongolian President Elbegdorj, and executed the <<Joint Declaration between the People`s Republic of China and Mongolia on Establishing and Developing Comprehensive Strategic Partnership>> , deciding to elevate the relationship between the two countries to the comprehensive strategic partnership. Both sides also executed multiplex cooperation documents for the fields like diplomacy, economical and trading, boundary transportation, minerals, infrastructure construction, finance, culture, and housing building, etc.
 
On August 21, National Energy Administration announced to public the speech delivered by Wu Xinxiong on the “Thirteenth Five-Year Plan” Energy Planning Working Conference. Wu Xinxiong stressed the nine key items to be done in terms of energy planning during the “Thirteenth Five-Year Plan”.
 
The first item is to greatly facilitate energy-saving. Implement the “One Pegging and Two Controls” which means to peg the energy consumptions with economical growth and enforce control on total energy consumptions over high energy consumption industry and surplus industry; the second item is to strengthen domestic oil and gas supply capacity with focus on achieving breakthrough in exploring and developing unconventional oil and gas resources like shale gas and maritime oil and gas, and to make the output of shale gas and coal-bed methane reaching 30 billion cubic meters respectively by year 2020; the third item is to develop and use coal in a clean and highly efficient manner; the fourth item is to significantly raise the share of renewable energy; actively develop hydro-power and endeavor to increase the conventional hydro-power installed capacity up to somewhere around 350 million KW by year 2020; continue to develop concentrated and distributed power generation in a paralleled manner, actively develop other types of renewable energies like geo-thermal energy, bio-mass energy and ocean energy; the fifth item is to safely develop nuclear power and, by 2020, the nuclear power installed capacity under operation should reach 58 million KW and the nuclear power capacity under construction should 30 million KW; the rest four items are greatly expand international cooperation on energy, strengthen the buildup of petroleum alternative and storage for emergency capability, deepen energy system reform, and strengthen energy science and technology renovation capability.
